Abstract
At the process of cement loading in Teluk Bayur harbor, time between arrival and process time were stochastic, which caused waiting time and tardiness for the ships. Beside caused by stochastic processes, the tardiness was also caused by the downtimes of the equipment along the loading process. To solve this problem, an effort to improve ship service by properly assigning and allocating service facility is needed to be done. In this research the solution will be provided by using simulation approach. The simulation model developed consists of 3 scenarios which are: ship allocation with considering the harbor condition and ship characteristics; proportion of every kind of ship; also downtime and breakdown frequency of loading equipment. Every scenario is perform in some condition those are :(1) recently condition,(2) adding speed loading,(3) decreasing downtime and (4) combination between adding speed and decreasing downtime. The result from the best scenario (Scenario 3) gives waiting time 2.79 hours and tardiness 12.35 hours. This means that through this scenario waiting time can decrease 69.87% and tardiness 26.79% from recent condition. Keywords : Pengaturan kapal, Simulasi Sistem, Desain Eksperimen, Distribusi Semen
