Abstract

Sustainable development could not be reached without cooperation between government, developer and community. These factors should be taken in to consideration by all of development actors. This study wants to know how far the environment is considered as a factor in industrial Process. This research found out that the environmental management not yet full obey as ruled by law No. 4 year L982 (UU No. 4/L982) and government regulation No' 29 year 1986 (PP. No. 29/1986) The consequence of this pattern is the industrialization process not so care with environment and government it self is not so consist to enforce the law. The side effectof this "policy" is the people will not be protected from industrial pollution. Member of community around industrial area in particular, is not due to his right as the law said. The main problem is conflict of interest among developers industrialist, government and peoples in general, and also the concept of development is not so clear, where there is no equal protection for all factors in society. Pulo Gadung industrial estate is a sample where industrial pollution spread out in the area and the effort of the government is not significant to protect peoples.
