Abstract

Since the last five years, as the sound of globalization has been spread out over the world, in which the third world are required to develop their government systems and mechanism through implementation of democracy. To meet the idea of rising democracy, every nation specially developing countries, must have supporting implementation of the rule of lows, aware of human rights, and creating a clean government development, For Indonesia, the New Order government today, has obligations to promote and implement the idea of democracy. Our national political system have been changed toward a mores liberalization in many aspects of government, basic on our constitution, UUD 1945, and Pancasila as a basic philosophy. However, in running the state, the rule of executivee seems to be more dominantly comparing with the legislative power. included the rule of the judicial have no power and "more weakened" in using their rules as a legislative body. And the idea that Indonesia as a "...????...." will far away from reality. This article will try to seek the core problems : the weaknesses of the legislative rules in Indonesia recently.
