Abstract

A Natural resource such as mineral is a national asset of indonesia for the prosperity an walfare of the indonesia poeple. ironically, this meneral wealty yields conditional conflicts between the society and investors and government. this condition is closely related to the ideology of mineral weath ownership which is implementation in the order no 11 year 1967 on the mining main conditions which have been marginalized and have confuse the publict traditional right on the mineral wealth.
