Abstract

We investigated the shift in land and income inequalities of the households that were displaced due to the development of Koto Panjang dam in Riau Province of Indonesia. As the project compensated each household with the same amount of productive land before its operation in 1998, we set that year as the shock to the household: the project restarted their economy with equal land distribution. Today, two decades later, we assumed that their economy had returned to a new equilibrium and we compared the inequalities between households in the displaced area and their counterparts in neighboring areas. By using the 2014 Indonesian Survey of Farming Household Income data set, we found that the displaced households had a lower land inequality but a higher income inequality than their counterparts. These findings suggest that land compensation had served as an effective distributional tool for an asset equalization. However, the unintended occupational shift from non-agriculture to agriculture jobs had raised income inequality.
